Objectives:
At the end of this session you should be able to:
- Distinguish among mission, goals, objectives and purpose of a program;
- Describe the planning process that leads to a financial plan;
- Name the number and type of staff needed to operate a program;
- List the basic elements of the budgeting process;
- Recommend an administrative organization for distance education; and
- Identify decision points, the information needed at each point, and the
mechanisms for control.

- What are the planning elements for distance education?
- What personnel are needed? at what level? and with what training?
- Exactly what is meant by "logistics" in a distance education program?
- What is the purpose of an information system for distance education and how
does it operate? Who uses it and how?
- What are the special items in a distance education budget that would likely
not be found in a ""traditional"" budget?
- How does ""organization"" facilitate or hinder progress in a distance
education program?
